This Fanatic, Secret-aligned group lets its controlling Illuminati completely reorganize their power structure on their own turn, though doing so requires both the group's action and the Illuminati's own action.
Conspiracy Narrative
This card's name directly references "The Protocols of the Elders of Zion," a notorious antisemitic forgery first circulated in Russia in 1903 that purports to document a secret Jewish plan for world domination. It has been conclusively proven a hoax, plagiarized largely from an unrelated 19th-century French political satire, but it remains one of the most widely circulated antisemitic conspiracy texts in history, promoted by the Nazi regime and cited by hate movements ever since. The game is satirizing conspiracy-theory tropes here, not endorsing the underlying libel, but the real history behind the name is worth knowing.
