Description
This lets you combine two Disaster cards against the same target -- you play both, treat one as the "main" Disaster whose instructions you follow, and simply add the other Disaster's Power on top.
Conspiracy Narrative
A cynical acknowledgment that real catastrophes rarely arrive alone -- disasters compounding each other, like a hurricane followed by flooding and disease, is a grimly familiar pattern in actual crisis history.
