Description
This Resource gives every Government group in your power structure the ability to eavesdrop on phone calls worldwide, adds +2 Power to each of them, and makes your whole structure immune to the Phone Phreaks -- though you must discard it the moment you have no Government groups left.
Conspiracy Narrative
Named directly for the real Clipper Chip, an NSA-developed encryption device the Clinton administration tried to promote in the mid-1990s that would have given the government a backdoor key to decrypt private communications. It was abandoned by 1996 after fierce backlash from privacy advocates and cryptographers.
